Purpose of Position:

The Finance Manager is responsible for the overall financial management, planning, budgeting, accounting, and regulatory compliance of the Foundation. The position ensures the proper stewardship of financial resources, maintains accurate financial records, prepares financial reports, supports strategic decision-making, and ensures compliance with Philippine laws, donor requirements, and organizational policies.

The Finance Manager shall uphold transparency, accountability, and integrity in all financial operations while supporting the Foundation’s mission and programs.

The Finance Manager monitors the financial management of local partners by enhancing their capacities.  Develop the capacity of the Project Assistant and Finance Officer.  Take lead role in coordination with agencies in relation to finance works. 

Key Duties and Responsibilities

Financial Management and Planning

  • Develop and implement financial strategies, policies, and procedures.
  • Prepare annual budgets in coordination with Country Director and department heads.
  • Monitor budget utilization and provide variance analyses and recommendations.
  • Manage organizational cash flow and liquidity requirements.
  • Assist management in financial forecasting and long-term financial planning.

Accounting and Financial Reporting

  • Oversee the preparation and maintenance of accurate accounting records.
  • Ensure timely recording of all financial transactions.
  • Prepare monthly, quarterly, and annual financial statements.
  • Analyze financial performance and provide recommendations to management.
  • Maintain the general ledger and chart of accounts.

Regulatory Compliance

  • Ensure compliance with Philippine financial, tax, and regulatory requirements.
  • Supervise the timely filing and submission of reports to:
    • Bureau of Internal Revenue (BIR)
    • Securities and Exchange Commission (SEC)
    • Local Government Units (LGUs), where applicable
    • Other government agencies as required
  • Ensure compliance with donor agreements, grants, and funding requirements.
  • Maintain proper documentation and financial records for audits and inspections.

Grant and Donor Fund Management

  • Monitor grant budgets and expenditures.
  • Prepare financial reports required by donors and funding partners.
  • Ensure proper allocation and utilization of restricted and unrestricted funds.
  • Coordinate with program managers regarding grant implementation and budget monitoring.

Internal Controls and Risk Management

  • Develop and strengthen internal control systems.
  • Safeguard organizational assets and financial resources.
  • Monitor financial risks and recommend mitigating measures.
  • Ensure compliance with procurement and disbursement policies.

Audit Coordination

  • Coordinate annual external audits and other financial reviews.
  • Prepare audit schedules and supporting documents.
  • Implement audit recommendations and corrective actions.
  • Serve as the primary liaison with external auditors.

Treasury and Cash Management

  • Manage banking relationships and transactions.
  • Review and approve disbursements, vouchers, and financial documents within delegated authority.
  • Monitor cash balances and investment activities, if applicable.
  • Ensure proper fund management and accountability.

Leadership and Supervision

  • Supervise finance and accounting personnel, including those at project level.
  • Provide coaching, training, and performance management to finance staff.
  • Promote a culture of accountability, professionalism, and ethical conduct

Qualifications

Education

  • Bachelor’s degree in Accounting, Finance, Financial Management, or related field.
  • Certified Public Accountant (CPA) preferred.
  • Possession of a master’s degree in Accounting, Finance, Business Administration, or a related discipline will be considered an advantage.

Experience

  • At least eight (8) years of progressive experience in finance, accounting, or financial management, including a minimum of five (5) years in a supervisory or managerial role, is required.
  • Experience in a non-profit organization, foundation, NGO, or development sector is a must.

Knowledge and Skills

  • Strong knowledge of Philippine accounting standards and taxation.
  • Familiarity with BIR, SEC, labor-related financial compliance, and government reporting requirements.
  • Knowledge of grant management and donor reporting.
  • Proficiency in accounting software, particularly RedNote, and Microsoft Office applications.
  • Experience using DocuSign is an asset.
  • Strong analytical, leadership, and organizational skills.
  • Excellent written and verbal communication skills.

Authority and Accountability

The Finance Manager is accountable for the accuracy, completeness, and timeliness of all financial records and reports and shall ensure that all financial transactions are conducted in accordance with the Foundation’s policies, donor requirements, and applicable Philippine laws and regulations.

Language Required:

·       Native speaker of local languages

·       Excellent written and verbal communication skills in English. 

Computer and Other Technical Requirements

·       Proficiency with Microsoft 365, especially Word, Excel, PowerPoint, and Outlook.

·       Working knowledge of file sharing protocols such as One Drive, SharePoint, etc., an advantage

Ability To Travel

·       The position requires the ability and willingness to travel domestically up to 10% of the time.
